Intelligent Transport Systems: The National Strategy of Greece, 2015-2025

   The Greek Ministry of Economy, Infrastructure, Marine & Tourism published in 2015 the National Strategy of Intelligent Transport Systems (ITS) of Greece for the period 2015-2025. The Strategy was generated in compliance to the National Action Plan (ITS Action Plan 2012) and the Presidential Decree 50/2012, both of which harmonized Greece with the EU Directive 2010/40/EU. The National Strategy focuses on the development of a modern network of combined transportations with undisturbed flow and real time information for the whole country.
Despite the increased use of ITSs which was recorded during the last years and despite the emphasis on interoperability and continuity of services, it is recorded that the ITSs are implemented in a fragmented and heterogeneous way in Greece, especially when transport services cross administrative boundaries such as the borders of a municipality. This fact in combination with the lack of a coordinated national framework of development didn’t allow the systems to actually deliver their maximum benefits.
Thus, the National Strategy of ITS aims to describe the strategic directions which will ensure the maximum benefits for transport sector in Greece. In specific, it aims to define the related deficiencies, to promote the needs of Greece and to determine all the necessary principles which will enhance the establishment of ITS in Greece. The Strategy also provides a road map giving directions for the design, the development and the maintenance of ITS according to the principles of optimization in an efficient manner.
The National Strategy will support the achievement of a national multimodal transport system able to connect vehicles, facilities – infrastructure and users. The system will be built based on the most recent technological advances with the aim to maximize the security in the transport sector, guarantee sustainable mobility and reduce the environmental impact of transport.
The next step according to the National Strategy is the finalization of the National Architecture of ITS. The public consultation on the National Architecture has just been finalized and it is expected to be published in the next months.
